A.
To facilitate the extension of the area-wide urban service and utility system facilities required for full urbanization, applicants for urban-level development shall be responsible for payment of the system development charges for water systems, sanitary sewer systems, storm drainage systems and street and transportation systems, if any. The fee schedule of such charges shall be as established by the city council.
B.
Charge Collection. System development charges shall be paid prior to the issuance of a building permit.
C.
Segregation and Use of Revenues. All funds derived from the system development charges are to be segregated by accounting practices by the city, and shall be used for no other purpose than installing, constructing, expanding and extending urban service and utility systems beyond present capacity within the urban growth boundary area, including treatment plant expansion, reservoirs, main lines, pumping stations, and other appurtenances to the utility and service systems.
