To provide for public land uses, to protect open space and recreation resources, to enhance wildlife, aquatic, and riparian habitat protection, and to protect the public health and safety.

A. 
Public and Institutional Uses.

Community service; includes governmental offices;
2. 
Nonprofit member organization offices;
3. 
Public parks and open space, including playgrounds, trails, nature preserves, athletic fields, courts, swim pools, and similar uses;
4. 
Religious institutions and houses of worship;
5. 
School, preschool-kindergarten;
6. 
School, secondary;
7. 
School, college;
8. 
School, trade, technical, or vocational;
9. 
Transportation facilities; includes construction, operation, and maintenance of facilities located within right-of-way controlled by a public agency, consistent with the transportation system plan;
10. 
Utility structures and facilities, city-planned projects; i.e., utilities identified by an adopted city master plan or development review approval.

The following uses and accessory uses are permitted when authorized in accordance with Chapter 17.100 RRMC:
A. 
Public and Institutional Uses.
1. 
Automobile parking, public off-street parking;
2. 
Emergency services; includes police, fire, ambulance;
3. 
Marinas, boat ramps;
4. 
Public works utilities storage yards; includes vehicle and equipment storage, maintenance, and repair;
5. 
Railroad facilities;
6. 
Utility structures and facilities, regional projects; project is not part of an adopted city master plan or development review approval;
7. 
Wireless communication facilities.
B. 
Commercial Uses.
1. 
Automotive electric vehicle charger;
2. 
Golf course;
3. 
Recreational vehicle park.

The following uses are permitted when found to be in compliance with their relevant special standards criteria contained in Chapter 17.105 RRMC and/or their specific standards within this chapter.
A. 
Commercial Uses.
1. 
Mobile vendors, subject to the same standards throughout all zones, as stated in RRMC § 17.65.160;
2. 
Seasonal sales such as Christmas tree lots or farmer's markets.

The following uses are permitted as accessory to an existing use in the P district:
A. 
Industrial Uses.
1. 
Metal/shipping cargo container.
B. 
Other Uses.
1. 
Solar panels (for incidental use).

The maximum building height is 40 feet. There are no requirements on area, width, and yard except as necessary to meet the off-street parking and loading requirements or as a condition of approval for a conditional use.
