A.
It is unlawful to own, possess, harbor or control any animal which frequently or for continuous duration howls, barks, meows, squawks or makes other sounds, if they are clearly audible sounds beyond the property line of the property on which they are conducted and they disturb the public peace, quiet or comfort of the neighboring inhabitants.
B.
If the owner of the animal which has engaged in an activity prohibited by this chapter cannot be determined, the owner, lessee or occupant of the property on which the activity is located shall be deemed responsible for the violation.
C.
A violation of this section is a civil infraction. Each day's continuance of a violation under this chapter shall be determined a separate offense.
