The purpose of this chapter is to enact ordinances and provide rules and regulations governing the vehicles and traffic throughout the City of Garfield for the safety the residents with particular focus on the road and street on which schools are located in the City.

A.
Pursuant to N.J.S.A. 40:67-16.7, the City Manager of the City of Garfield is hereby authorized to close by regulation any portion of any street wherein is located any public or private school if he/she shall find that a safety problem exists for ingress or egress to any such school or for the provision of recreational facilities for children attending such schools, or both, due to lack of a suitable area surrounding the school.
B.
Such portion of such street shall be closed for use of through traffic during such time as they shall determine, not to exceed one hour between 7:30 AM and 10:00 AM, two hours between 11:00 AM and 2:00 PM and one hour between 2:30 PM and 4:30 PM on any days upon which such school is in session.
C.
Proper warning signs shall be posted in said street indicating that said street is so closed, and the reason therefor, during the time when the same is closed.
D.
No regulation established pursuant to this section shall be effective unless and until it shall have been approved by the Commissioner of the Department of Transportation.
E.
Any violation of any regulation established pursuant to this section shall be deemed a violation of this chapter and shall be punishable as such.
No person shall make a U-turn on any street in the City.
No person shall make a right turn whenever a sign is posted prohibiting such a turn the following intersections:
A.
Ray Street traveling south onto Lanza Avenue traveling west from 8:00 AM to 9:00 AM and from 2:00 PM to 3:30 PM on every day when school is in session;
B.
Lanza Avenue traveling east onto Ray Street traveling south from 8:00 AM to 9:00 AM and from 2:00 PM to 3:30 PM on every day when school is in session.
Unless another penalty is expressly provided by New Jersey statute, or except as specifically provided in some other section of this chapter, every person convicted of a violation of a provision of this chapter or any supplement thereto shall be liable to a penalty of not more than $500 or imprisonment for a term not exceeding 15 days, or both.
