Except as provided in this chapter, the International Property Maintenance Code, 2024 Edition, as published by the International Code Council, shall be and become the Property Maintenance code of the city, for the purpose to protect health, safety, and welfare in both existing residential and nonresidential buildings and premises within the City. The International Property Maintenance Code will be on file for public examination in the office of the building official.

Chapter 1 Scope and Administration is adopted in its entirely with the following amendments:
Section 102.3, Application of other codes is hereby revised as follows:
Section 102.3, Application of other codes. Repairs, additions, or alterations to a structure, or changes of occupancy, shall be done in accordance with the procedures and provisions of the adopted California Building Code, California Existing Building Code, California Energy Code, California Electrical Code, California Mechanical Code, California Plumbing Code, California Residential Code, and the California Green Building Standards as adopted and amended by the city of Westminster. Nothing in this code shall be construed to cancel, modify, or set aside any provision of the Westminster Municipal Code.
Section 102.8, Referenced codes and standards is hereby revised as follows:
Section 102.8, Referenced codes and standards. The codes and the standards referenced in this Code shall be those adopted and amended by the City of Westminster and those that are listed in Chapter 35 of the California Building Code and considered part of the requirements of this code to the prescribed extent of each such reference and further regulated in Sections 102.8.1 and 102.8.2.
Exception: Where enforcement of a code provision would violate the conditions of the listing of the equipment or appliance, the condition of the listing shall apply.
102.8.1 Conflicts. Where conflicts occur between provisions of this code and the referenced standards, the provisions of the California Building Codes and the referenced standards within the California Building Codes, as adopted and amended by the City of Westminster shall be used in the application and the most restrictive shall apply.
102.8.2 Provisions in referenced codes and standards. Where the extent of the reference to a referenced code or standard includes subject matter that is within the scope of this code, the provisions of the California Building Codes, as adopted and amended by the City of Westminster and standards, as applicable, shall take precedence over the provisions in the referenced code or standard.

Section 201.3, Terms defined in other codes. Where terms are not defined in this code and are defined in the California Building Code, California Existing Building Code, California Energy Code, California Electrical Code, California Mechanical Code, California Plumbing Code, California Residential Code, and the California Green Building Standards as adopted and amended by the City of Westminster, such terms shall have the meanings ascribed to them as stated in those codes.
