A. 
The Business Commission shall consist of seven to nine members including at least three at-large members.
B. 
Except for at-large members, Commissioners must own, operate or represent a business in Encinitas.
C. 
There must be at least one member representing a business or organization from District 1, District 2, District 3 and District 4.
D. 
For at-large appointments, each Commissioner shall be a registered voter of the City.
E. 
Commissioners must have experience or knowledge in economic development, planning, entrepreneurship, or workforce development.
F. 
The affirmative votes of three Council Members shall be required to appoint an individual to the Business Commission. The elected Mayor will make recommendations for appointments with Council confirming the appointments.
G. 
Business Commissioners shall serve staggered three-year terms and have term limits of two consecutive full terms of office.
H. 
Terms and term limits shall be in accordance with Municipal Code, Title 2 § 2.30.020.

A. 
More than half of the members of the Business Commission must be present to constitute a quorum.
B. 
The regular meeting of the Business Commission shall be once every other month.
C. 
The Business Commission shall elect a chairperson and vice-chairperson from among its members for one-year terms.

A. 
In partnership with the community, the Business Commission is committed to enhancing the quality of life in Encinitas through a thriving, efficient, resilient, and inclusive local economy where businesses of all sizes, sectors and residents can succeed. The Business Commission will advise City Council on policies, programs, and strategies that support and effect economic development, business retention, and innovation while aligning with the City's values, culture, vision and quality of life. The Business Commission will:

Advise on citywide economic development priorities, planning and policy.
2. 
Support small business growth and workforce development.
3. 
Engage diverse business sectors and foster inclusive economic participation.
4. 
Observe zoning and its effect on occupancy and vacancy.
5. 
Offer a platform for discussing and refining business concerns.
6. 
Identify permitting bottlenecks, city responsiveness, and address possible resolutions.
7. 
Promote sustainable and resilient business practices.
8. 
Strengthen City and business relationships.
9. 
Review ordinances or City actions that impact the business community.
10. 
Coordinate with other City commissions on overlapping issues (e.g., Environmental, Mobility, Arts).
B. 
The Business Commission shall prepare a work plan and present an annual report to the City Council in accordance with Municipal Code Title 2 § 2.30.020.
C. 
The Business Commission shall collaborate with Planning, Environmental, and other City commissions on overlapping concerns and may establish subcommittees to achieve goals as set forth by their work plan.
