In no event shall any person in a home or premises used for residential purposes establish or provide temporary animal foster care or a rescue operation housing more than five animals, with or without salary or compensation. Any animals held for such purpose for more than seven months shall be therefore considered privately owned and subject to the requirements of this chapter.
