Members shall serve two-year terms, from January 1 through December 31. Members must reside within city limits for the duration of their term. Vacancies shall be filled by the Mayor for the remainder of the terms. The Mayor may remove a member for inability to perform duties, not residing within city limits, neglect of duty, or three unexcused absences from meetings.

Members shall serve without compensation, except as provided in the City’s policies relating to approved travel.

The Code Enforcement Board shall:
(a) 
Learn the Connell Municipal Code focusing mostly on Title 7 Health and Welfare, Title 8, Animals, Title 9, Peace, Safety and Morals, Title 10, Vehicles and Traffic, Title 11, General Provisions and Authority.
(b) 
The Board shall hear appeals and render decisions regarding civil violations of the Connell Municipal Code. Its express mission and purpose shall include the following:
(1) 
Ensure city resident compliance with municipal ordinances, codes and regulations are appropriately interpreted, applied and enforced. Take corrective action as necessary;
(2) 
Conduct hearings on civil violations of the Connell Municipal Code;
(3) 
Determine whether the City has established by a preponderance of the evidence that a civil violation of the Connell Municipal Code has occurred;
(4) 
Assess monetary penalties in instances where it has been determined that civil violations of the Connell Municipal Code have occurred;
(5) 
Adopt rules of procedure for hearings concerning civil violations of the Connell Municipal Code;
(6) 
Act in an advisory capacity to the Mayor, Chief of Police, Community Development Manager, Code Enforcement Officer, City Council and city staff in matters relating to code enforcement and civil violations.

The Code Enforcement Board shall meet on as needed basis when hearings are required. The Community Development Manager, or designee, shall serve as staff, record minutes, and submit them for approval and inclusion in City Council agendas. All meetings shall comply with the Washington Open Public Meetings Act (Chapter 42.30 RCW).
