There is created a Neighborhood Care Committee (NCC) for the City of Connell, Franklin County, Washington consisting of up to five members to be appointed by the Mayor with the consent of the City Council.

The Mayor shall, upon the adoption of the ordinance codified in this chapter, appoint or reappoint, with the consent of the City Council, five Neighborhood Care Committee members, each of whom shall serve a term of two years from January 1st through December 31st. Members must be residents within city limits during their term. Any vacancy created by removal from office, resignation, change in residency to outside the City limits of Connell, or for any other reason, shall be filled by the appointing authority of the Mayor for that position for the remainder of that term. The Mayor has the authority to remove any members from office at any time due to their inability to perform duties, not living within city limits, neglect of duty or three unexcused absences from meetings.

No committee member shall receive any compensation for his/her services other than as provided in the City’s official policy relating to approved travel.

(a) 
Learn the Connell Municipal Code focusing mostly on Title 7, Health and Welfare, Title 8, Animals, Title 9, Peace, Safety and Morals, Title 10, Vehicles and Traffic, Title 11, General Provisions and Authority, and report code violations to the Code Enforcement Officer.
(b) 
Collaborate with the Code Enforcement Officer and provide evidence such as pictures, videos, notes, or voice recordings.
(c) 
Create a list of possible options that property owners can use to come into compliance with municipal ordinances and codes, providing helpful guidance for corrective actions.

(a) 
Neighborhood Care Committee Member records information about code violation including date/time, property address, property parcel number, property owner name and contact information, along with details about code violation. NCC then give this information to the Code Enforcement Officer.
(b) 
Code Enforcement Officer will contact property owner and advise of code violation.
(c) 
If needed, Code Enforcement Officer will contact NCC if their help is needed to help rectify the code violation using their contacts and resources.
(d) 
If property owner does not come into compliance with the required time frame, the property owner has the option to request a hearing with the Code Enforcement Board, which will determine what further action will be taken.
Under no circumstances should the Neighborhood Care Committee approach a property owner, post notices, write letters or emails or make phone calls to property owners without permission from the Code Enforcement Officer. All information gathered in specific property code violation cases should be kept confidential and only discussed with City of Connell employees.

The Neighborhood Care Committee shall meet on as needed basis. The Community Development Manager, or designee, shall serve as staff, record minutes, and submit them for approval and inclusion in City Council agendas. All meetings shall comply with the Washington Open Public Meetings Act (Chapter 42.30 RCW).
