No person shall possess an open container of any alcoholic beverage on any street, sidewalk, square, park, parklands, or playground, or in any public place which is located between the exterior boundary of the city lying within the Pacific Ocean and the landward side of the public street closest to the Pacific Ocean; provided, however, that this prohibition shall not apply to any premises which are licensed for the on-site consumption of alcoholic beverages. Any person violating any of the provisions of this section shall be guilty of an infraction.

No person shall appear, bathe, sunbathe, walk or be in any public park, playground, beach or the waters adjacent thereto, or permit a child to do any of the same, in such a manner that the genitals, vulva, pubis, pubic symphysis, pubic hair, buttocks, natal cleft, perineum, anus, anal region, or pubic hair region of any person, or any portion of the breast at or below the upper edge of the areola thereof of any female person not engaged in the act of breastfeeding an infant, is exposed to public view or is not covered by an opaque covering.
A. 
This section shall not apply to children under the age of five years.
B. 
This section shall not apply to live theatrical performances performed in a theater, concert hall, or other similar establishment located on public land.
