No person shall possess an open container of any alcoholic beverage on any street, sidewalk, square, park, parklands, or playground, or in any public place which is located between the exterior boundary of the city lying within the Pacific Ocean and the landward side of the public street closest to the Pacific Ocean; provided, however, that this prohibition shall not apply to any premises which are licensed for the on-site consumption of alcoholic beverages. Any person violating any of the provisions of this section shall be guilty of an infraction.
