Each subdivider proposing a division of land requiring the approval of a tract map or parcel map shall file with the city a tentative map, owners’ statement, and such other and further information as is established by the Subdivision Map Act and by the city engineer. The time of filing a tentative map shall be construed to be the time at which the submittals are accepted as complete by the city engineer in accord with the California Permit Streamlining Act.
