Notwithstanding the requirements of this chapter, lights may be installed and used in a manner and at times not permitted by this chapter only upon receipt of a lighting permit issued pursuant to the provisions of this chapter. A lighting permit shall be issued if the planning commission finds that the installation or use, as conditioned, of the requested lights will not adversely affect any person’s use or enjoyment of any other property. A lighting permit shall be denied if the planning commission or the city council finds that such installation or use of lights will adversely affect any person’s use or enjoyment of any other property.
