The town plot of Rainier, Oregon, as acknowledged and filed by Dean Blanchard in the county clerk's office of Columbia County, state of Oregon, July 30, 1888, is recognized as valid and authentic, but said plot can in no way mitigate against any private property which a good and valid title had accrued prior to the above-named date.

In order to more definitely determine the location and boundaries of the several blocks and streets thereof, an initial point shall be recognized henceforth as valid and binding for all future surveys, measurements, or estimates, and shall be known by the following description:
A sand stone 10 x 12 x 23 inches buried in the ground 18 inches beneath the surface in the east line of the Fox Donation land claim, 93.85 feet south, 14 degrees west of the northeast corner of the said Fox D.L.C., upon the top of which is marked with a cross "X" and the point at which the lines intersect shall be the initial point.
From this initial point the south line of Water Street extends at a right angle to the east line of the Fox D.L.C., and bears north 76 degrees west.

The aforesaid description shall be filed in the clerk's office in the county of Columbia, state of Oregon, and become a permanent part of the record of the town of Rainier, Oregon.
