The city's comprehensive plan sets forth the requirements for providing adequate transportation and utility systems to serve the community's present and future needs. Land development without adequate transportation and utility systems will adversely affect the overall economic growth of the city and cause undue damage to the public health and welfare of its citizens. Consequently, the city finds that it is in the public interest to require land development to meet the following improvement requirements.
