The intent of the CBD zone is to meet the goals and objectives of the "Rainier Downtown Riverfront Development Plan, September 2000." The purpose of the zone is to encourage new retail, housing, office and recreation development with pedestrian links to the Columbia River; to bring new vitality and mixed-use development that is compatible with the historical buildings unique to downtown Rainier; and to lessen the impact of the railroad in the downtown. The intent is to strengthen the downtown as the "heart" of the community and as a logical place for people to gather, and create the city's business, residential and tourist center. The zone is intended to support this goal through elements of design and appropriate mixed-use development.
