The provisions of the overlay district do not change the base zoning or range of uses permitted on a property. However, the overlay may restrict the placement of a use on a property to reflect natural constraints such as steep slopes, known geologic hazards, floodplains and creekbeds, and to protect the public health, safety and welfare.
