The said city shall be divided into as many wards as the council may determine in such manner as to include as nearly as may be consistent with the well defined limits of said wards, an equal number of votes in each ward.
In case of a vacancy in the office of city treasurer, commissioner of the revenue, or justices of the peace[1], the council shall, subject to approval by the judge of the circuit court of the city, elect a qualified person to fill the office in which such vacancy occurs until the next general election which may be held in the city when the vacancy may be filled by election for the unexpired term, and in case of a vacancy in the office of Commonwealth's attorney, clerk of the circuit court, or sheriff, the judge of the circuit court shall appoint a qualified person to fill the office in which such vacancy occurs until the next general election which may be held in the city when the vacancy may be filled by election for the unexpired term.
