There is hereby established a city market or markets, which shall be operated at a location or locations designated by the city manager. The city manager may contract with one or more not-for-profit entities to operate the city market or markets. Any contract between the city and such a not-for-profit entity (a) shall provide for the city manager's approval of rules and regulations established by the not-for-profit entity governing the hours of market operation, the types and sourcing of products sold at the market, market fees, producers' certificates, and any other rule or regulation that the city manager determines is necessary or appropriate for the efficient and safe operation of the city market, and (b) shall include such other terms as are deemed necessary or appropriate by the city manager to the operation of the city market.
