A.
It is unlawful for any person to abandon, within the city, any domestic or wild animal by dropping off or leaving such animal on the street, road or highway, or any other public place, or upon private property without the owner’s consent. An animal is abandoned when left in any such place without any provision made for the care and feeding of such animal or for the return of such animal to its owner or keeper. Any person violating this section shall be guilty of an infraction and shall be required to reimburse the city for any reasonable and necessary costs incurred by the city or the animal control authority for the care or disposition of the abandoned animal.
B.
Any animal found abandoned, and whose owner is unknown or cannot be located, may be disposed of by the animal control authority as they deem appropriate.
