As used in this chapter, the following terms shall have the meaning set forth below:
A. 
“Boarding kennel”
means any place or establishment where animals are given food, water or shelter in exchange for compensation, but does not include an animal hospital, veterinary clinic or pet shop.
B. 
“Grooming parlor”
means any place or establishment where animals are bathed, clipped or combed for compensation.
C. 
“Pet shop”
means any place or establishment that acquires live animals, including birds, reptiles, fowl, fish, dogs or cats, bred by another, whether as owner, agent, or on consignment, and which sells or offers to sell such live animals to the public or to retail outlets.

A. 
Grooming parlors shall:
1. 
Not board animals;
2. 
Provide restraining straps for animals to prevent injury to animals while being groomed;
3. 
Sterilize all grooming equipment after each use;
4. 
Not leave animals unattended while drying before a dryer;
5. 
Not prescribe or administer treatment or medicine or otherwise engage in veterinary practice as defined by RCW 18.92.010;
6. 
Not put more than one animal in a single cage unless so requested by the owner of the animals and where the cage is of sufficient size to accommodate the animals comfortably.
B. 
All grooming parlors shall be structurally sound and in good repair. All floors and walls in rooms, pens and cages used to retain animals in areas where animals are clipped, bathed or groomed must be constructed of water-impervious material that can be readily cleaned and which is resistant to the absorption of odors.
C. 
All cages, pens or kennels used for holding animals, and all areas where animals are clipped, bathed or groomed shall be kept in a clean and sanitary condition and must be disinfected on a routine basis with a compound which is not injurious to humans or animals.
D. 
Hot and cold water must be conveniently available in all areas in which animals are bathed and a sink or tub large enough to accommodate the animal being bathed must be used.
E. 
Toilet and handwashing facilities with hot and cold running water must be conveniently available for the personnel employed.

A. 
Operations and Requirements. Pet shops shall meet the following operational requirements:
1. 
Suitable food, water and bedding shall be provided and stored in facilities adequate to provide protection against infestation or contamination by insects or rodents. Refrigeration shall be provided for the protection of perishable foods.
2. 
Sick animals shall be isolated from healthy ones in quarters adequately ventilated to prevent contamination of healthy animals. Sick animals shall not be displayed or offered for sale.
3. 
Animals shall receive adequate food, water and care on days where the establishment is not open for business.
4. 
Animals shall be immunized from disease as is usual and customary for the animal’s age and species.
5. 
Provisions shall be made for the removal and disposal of animal and food waste, bedding, dead animals and debris. Disposal facilities shall be maintained in a sanitary condition, free from the infestation or contamination by insects, rodents or disease, and from obnoxious or foul odors.
B. 
Indoor Facility Requirements. Pet shops which have indoor housing facilities shall:
1. 
Be sufficiently heated or cooled to protect the animals from temperatures to which they are not acclimated;
2. 
Be adequately ventilated to provide for the health of animals contained therein and to assist in the removal of foul and obnoxious odors. Provisions shall be made so that the volume of air within any enclosed indoor facility shall be changed three times or more each hour. This may be accomplished by the location and periodic opening of doors and windows. If fans or ventilating equipment are used, they shall be constructed in conformance with city codes, shall minimize noise and drafts, and shall be located so as to prevent access by animals;
3. 
Have sufficient natural or artificial lighting to permit routine inspection and cleaning at any time of day. In addition, sufficient natural or artificial lighting shall be supplied in the area of sinks and toilets to provide for the hygiene of animal caretakers;
4. 
Have interior wall and ceiling surfaces constructed of materials which are resistant to the absorption of moisture and odors, or such surfaces shall be treated with a sealant or paint when the materials are not originally resistant to moisture or odors. Floor surfaces shall not be made of unsealed wood. In addition, interior walls shall be constructed so that the interface with floor surfaces is sealed from the flow or accumulation of moisture or debris;
5. 
Animal housing facilities shall be structurally sound, in good repair, designed to protect the animals from injury and shall provide sufficient security to contain the animals while preventing entry by other animals.
C. 
Outdoor Facility Requirements. Outdoor facilities of pet shops shall:
1. 
Provide shelter and protection for the animals from adverse weather;
2. 
Provide sufficient room for adequate exercise and movement of the animals;
3. 
Have a drainage system which is connected to a septic system or sanitary sewer to facilitate cleaning;
4. 
Have a floor and surface constructed of materials which are impervious to the absorption of moisture and odors, or such surfaces will be treated with a sealant or paint when the materials are not originally impervious to moisture or odors;
5. 
Be constructed to prevent the accumulation of water, mud, debris, excrement or other materials, and be designed to facilitate the removal of food wastes;
6. 
Be constructed with adequate walls or fences to contain the animals contained therein and to prevent the entrance of other animals.

Any person who refuses, or fails to comply with or violates any of the provisions of this chapter is guilty of a misdemeanor punishable by a fine not to exceed five hundred dollars or by imprisonment not to exceed six months, or by both such fine and imprisonment.
