An ordinance of this Township entitled "An Ordinance of the Township of Holland, in the County of Hunterdon, Establishing a State Uniform Construction Code Enforcing Agency and a Construction Fee Schedule Pursuant to Chapter 217, Laws of New Jersey 1975, and Title 5, Chapter 23, of the New Jersey Administrative Code," as amended and supplemented, is hereby repealed.
The Bureau of Construction Code Enforcement of the Department of Community Affairs of the State of New Jersey is hereby appointed as Construction Code enforcing agent of this Township pursuant to N.J.S.A. 52:27D-119 and the regulations promulgated pursuant thereto [particularly N.J.A.C. 5:23-4.3(a)3ii].

A. 
Water conservation requirements. All development proposals shall incorporate, as applicable, the following water conservation measures to promote sound resource use, reduce supply deficits, and reduce the need for additional utility infrastructure:
(1) 
Meet all applicable building code requirements for the use of water conservation fixtures and appliances in new or rehabilitated structures;
(2) 
Provide automatic controls based on rain sensors (or soil moisture) for all new and replacement lawn irrigation systems, as required by the electrical subcode at N.J.A.C. 5:23-3.16;
(3) 
Any showerheads, faucets, and toilets installed in connection with the construction, expansion, and/or alteration of any structure requiring a land use approval, zoning approval, building permit approval, and/or any other permit or other approval issued by a Municipal or State Authority shall meet the United States Environmental Protection Agency WaterSense Standards. Any faucets which incorporate WaterSense faucet aerators will also satisfy this requirement.
