The planning and economic development (PED) director and/or city engineer is authorized to require more detailed requirements for the submittal of complete preliminary subdivision, short subdivision, unit lot subdivision, binding site plan, boundary line adjustments, final plat approval, plat alterations and plat vacations, including size, scale, number of copies, and content.
B.
The PED director shall be responsible for the administration and interpretation of this title.

The PED director shall review and resolve any questions involving the proper interpretation or application of the provisions of this title. The PED director’s decision shall be in keeping with the spirit and intent of this title and of the comprehensive plan.
