Chapter 1.24: ORDINANCE ADOPTION PROCEDURE

§ 1.24.010 Procedure for three readings.

The procedure for three readings of ordinances is as follows:

The first reading shall be utilized by council to examine the text and purpose of the ordinance or resolution. At this reading the council shall have the opportunity to question the drafter and proponents of the ordinance regarding its contents and purpose.

The second reading of the ordinance shall provide the city council with the opportunity to elicit public comment on the matters contained therein. A copy of the proposed ordinance may be obtained by calling the city clerk at 276-8802.

The third reading of the ordinance will provide the city council with the opportunity to again evaluate the contents in light of any public comment prior to a vote on the adoption of the ordinance.

§ 1.24.020 Waiver of reading process.

Council may waive three reading process by motion by a member of city council and approval by a quorum of the council.

§ 1.24.030 Failure to follow procedure.

The failure of the city council to follow the procedures for reading the proposed ordinances shall not affect the validity of an ordinance adopted.

§ 1.24.040 Reading ordinance title.

A reading of a proposed ordinance by title shall satisfy the requirement for any reading required by this chapter.

§ 1.24.050 Modification after first reading.

Any modification of a proposed ordinance after its first, second or third reading or publication shall not require the commencement of a new reading or publication.

§ 1.24.060 Posting of proposed ordinance.

The publication requirement may be satisfied by posting the proposed ordinance at City Hall.
