The procedure for three readings of ordinances is as follows:
A.
The first reading shall be utilized by council to examine the text and purpose of the ordinance or resolution. At this reading the council shall have the opportunity to question the drafter and proponents of the ordinance regarding its contents and purpose.
B.
The second reading of the ordinance shall provide the city council with the opportunity to elicit public comment on the matters contained therein. A copy of the proposed ordinance may be obtained by calling the city clerk at 276-8802.
C.
The third reading of the ordinance will provide the city council with the opportunity to again evaluate the contents in light of any public comment prior to a vote on the adoption of the ordinance.
