All junkyards within the city are a public nuisance, for they accumulate rubbish, scrap iron, junk pipe, old, worn-out, wrecked and dismantled automobiles and parts and other junk and refuse; and, as a consequence, they are unkempt, unclean, unsightly, odorous, filthy and an eyesore, serving to detract from the appearance and character of and to discredit and disparage the city, to depreciate property values and to vex, annoy and threaten the security and welfare of the inhabitants of the city.
