A.
An infraction is a minor offense which carries no jail sentence and cannot result in the loss of a valuable license. Except as otherwise provided in this title, any person convicted under this title shall be deemed guilty of an infraction and shall be punished by a fine not less than $50.00, nor greater than $500.00.
B.
Unless an offense specifies a mental state as an element of the offense, each and every infraction or violation enacted pursuant to this chapter is a strict liability offense for which the owner of the animal is responsible.
