A.
The Parks and Recreation Advisory Commission is established.

The Commission shall consist of five members, of which the majority shall be residents of the City. Membership should include representatives from the community with interests in parks, recreation, trails, playgrounds, bikeways, the arts and the general public.
C.
Commission members shall be nominated by the Mayor and confirmed by the City Council.
D.
The term of each Commission member shall be three years beginning on July 1st and ending on June 30th. Terms shall be staggered by the appointment of initial members so that as nearly as possible a pro rata number of members are appointed for each year. Members first appointed shall draw lots for one-, two-, and three-year terms. Any vacancy during the unexpired term of an appointive member shall be filled by the Council for the remainder of the term.
E.
Except as provided for in this chapter the Commission shall be governed by Chapter 7.05 HMC, General Procedures.
F.
The Public Works Department or designee shall serve as staff to the Commission.
