The City Council, upon recommendation of the Planning Commission and the Mayor, shall by resolution determine the timber to be sold, and the limitations, conditions and terms of sale. The limitations, conditions and terms shall include the utilization, development and maintenance of the sustained yield principle, subject to preference among other beneficial users. The Mayor may negotiate sales of timber without advertisement and on the limitations, conditions, and terms which he considers are in the best interest of the City, subject to the approval of the City Council with the advice of the Planning Commission. However, the amount of timber sold by such nonadvertised negotiated sales within a one-year period to any individual, group or corporation, acting either jointly or severally, shall not exceed 500,000 board feet in quantity or $7,500 in total value.
