A.
A standing committee of the board is hereby created for the purpose of determining all matters related to disability benefit claims under the system. The committee shall be known as the disability committee.

The disability committee shall be composed of five trustees. One shall be a police trustee, chosen by the three police trustees; one shall be a fire trustee, chosen by the three fire trustees; and two shall be municipal trustees, chosen by the three municipal trustees. The fifth member shall be either a police trustee or fire trustee, chosen on an alternating annual basis by the other four trustees. The fifth trustee shall participate in all hearings, when requested by three members of the disability committee, but shall only vote in the case of a tie among the other disability committee members.
C.
Three members of the disability committee shall constitute a quorum for the conduct of business, provided that at least one member and one municipal trustee shall be present at all meetings. Three concurring votes shall be required for a decision of the disability committee.
D.
Decisions of the disability committee shall be final and binding, subject to appeal and judicial review as provided by this chapter and Alaska law.
E.
Upon receipt of an application for temporary disability which, on its face, establishes that the member is temporarily incapacitated for the physical or mental duties of a police officer or a firefighter, the director shall be authorized to commence payments in accordance with the temporary disability provisions of this chapter. All such approvals shall be reported to the disability committee at its next ensuing meeting for ratification.
