The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except when the context clearly indicates a different meaning:
"Cost per copy"
means the dollar amount that results after dividing the total cost of producing the publication by the number of copies printed.
"Municipal publication"
means a written document produced by the municipality, including books, brochures, flyers, manuals, newsletters, pamphlets, programs, reports, plans and similar documents. It does not include posters, standard forms, letterhead stationary or envelopes, maps, election ballots, bid documents, construction plans and/or specifications, agenda and budget documents, or programs for public ceremony.
"Produced"
means printed, copied, and/or reproduced.
"Total cost of producing"
means the total cost of materials and labor for pre-press work, printing/copying/reproducing, collating, binding and packaging a single print job.

A. 
If the total cost of producing a municipal publication exceeds $1,500.00, regardless of the funding source, a cost block is required. The publication shall include a statement that provides the name of the municipal department or agency releasing the publication, the cost per copy of the publication, who produced the publication, including the city and state where the publication was produced, and the purpose of the publication. The statement shall read:
"This publication, released by … (name of municipal department or agency) …, was produced at a cost of $_____ per copy by (who produced the publication, including city and state) for the purpose of … (statement of purpose) …."
B. 
The cost block shall be printed in one conspicuous place in the publication in at least 12 point type size and shall be bordered by at least two point rule. Cost blocks may be reduced in size if too large to fit on a smaller sized publication.
