There is hereby established a special fund to be designated the "Marysville technology infrastructure fund." The purpose of this fund is to provide for the deposit and financial administration, including project accounting, of monetary fees, to the city for the benefit of implementing and maintaining the city's technology infrastructure.

The finance department shall have the responsibility for the financial administration of the fund and shall maintain separate records of accounts showing receipts and disbursements for all fees and for all projects assigned to the fund. The department may also establish rules and regulations for the administration of the fund.

Any unexpended funds remaining in the Marysville technology infrastructure fund at the end of the budget year shall not be transferred to the city's current expense fund or otherwise lapse; rather, such unexpended funds shall be carried forward from year to year until expended for the purpose of maintaining the technology infrastructure.
