A. 
Each Department Head may designate as "surplus property" any item of City-owned personal property that is no longer needed for City use by sending a completed request for disposal of surplus property form for each item to the City Clerk. The Department Head may contact an outside consultant to establish value of the item(s).
B. 
The City Clerk shall examine the items designated as surplus property and prepare a report of surplus property.
C. 
The written report of each item of designated surplus property, along with the item's estimated value and the proposed disposition of the item, shall be made to the Board of Aldermen at a meeting and the Board shall, by motion, vote to approve and authorize the City Clerk to sell, donate, or otherwise dispose of said surplus property.
D. 
If an item of surplus property has a value less than seven hundred fifty dollars ($750.00), the City Clerk or her/his designated agent may offer to sell the item of surplus property to any person or institution.
E. 
If an item of surplus property has a value in excess of seven hundred fifty dollars ($750.00) and it will be offered for sale, the sale shall be advertised for sale by posting a notice of the sale in City Hall and by placing an advertisement in a newspaper of general circulation in the City or by posting an advertisement on the Internet (including, but not limited to, posting the sale of such item on the City's website and Facebook). The item shall be then sold to the highest bidder. A City employee may bid on such item of surplus property after notice of its sale has been posted by publication in a newspaper or online.
F. 
Alternatively, an item of surplus property may be donated to any government, institution, or charitable organization by the joint action of the City Clerk and the Mayor and with the approval of the Board of Aldermen.
G. 
A written report of the disposition of each item of surplus property shall be made to the Board of Aldermen.
H. 
If the highest bidder fails to complete the purchase of the personal property within seven (7) days, the City Clerk or her/his designated representative, may cancel the winning bid and contact the second highest bidder or re-list the item for bids.
I. 
If an item of surplus property is designated as having no value, said item may be transferred to any person or organization.
