A.
The mayor and/or designee shall be responsible for the administration, revision, updating and circulation of the Roy personnel policy manual (PPM) adopted by the Roy city council (council) by ordinance 622, September 24, 2001.

In administration of updating of the PPM, the mayor shall be guided by best personnel practices as are suitable to the city of Roy, by fair and equitable treatment of personnel, and by the requirements of all federal, state, and local laws, rules, regulations and policies.
C.
Where a direct conflict exists with other personnel policies, the PPM shall control unless otherwise provided in the PPM.
D.
The mayor shall present a quarterly report to the council at the first regularly scheduled meeting of January 2011, and each such meeting every three (3) months thereafter. By motion of the council at any lawful meeting of the council, the council may direct the mayor to revise or amend any provision or provisions of the PPM and return within a time specified with modified provision(s).
E.
Any employee who objects to the adoption of a provision of the PPM within a reasonable time period after notice of changes or additions to the PPM shall be afforded the right to file a written complaint thereof pursuant to a PPM procedure established by the mayor, to include final appeal to the council. This subsection does not apply to subsequent interpretation and personnel actions based upon any PPM provision.
F.
The mayor shall devise and publish such rules and regulations as necessary to accomplish the directives, spirit and intent of this section.
