City fees and charges, including, but not limited to, permit fees and charges, will be as established by the city council and are on file in the city, except as noted herein.
A. 
Fees Designated In Fee Schedule: City fees shall be as adopted by resolution and shall be kept on file in the city clerk-treasurer’s office, and shall be known as "the City of Roy Fee Schedule," unless otherwise set forth in this code.
B. 
Payment Required: Applications for permits and actions as set forth in the city of Roy fee schedule shall not be accepted for filing, nor action undertaken, until the scheduled fee amounts have been paid to the city.
C. 
Collections: The mayor shall have the authority to designate any amounts owing to the city as appropriate for collections consistent with sound financial practices.
D. 
Coin Acceptance: Unrolled coins in excess of fifty (50) coins shall not be accepted for any amounts owed. More than twenty (20) rolls of rolled coins shall not be accepted for any amounts owed.

Fee Established: There is hereby established a handling fee for each check which has been dishonored by nonacceptance or nonpayment by any bank and returned to the city. The amount of the handling fee shall be set forth in the City of Roy Fee Schedule. All other costs incurred by the city as a result of the dishonored check shall be added to the handling fee. In the event a check has been dishonored by nonacceptance or nonpayment by any bank and returned to the city, payment for said returned check shall be made in cash, cashier’s check or money order.
B. 
Reprocessing Policy: It is the policy of the city that no check which has been dishonored by nonacceptance or nonpayment by any bank and returned to the city shall be reprocessed for payment.

There is hereby established a fee for scanning and sending electronically a printed page or image. The amount of the fee for scanning and sending a printed page or image is set forth in the City of Roy Fee Schedule.

Persons requesting black and white or color copies be made in the city clerk-treasurer’s office or the city library shall pay fees as set forth in the City of Roy Fee Schedule. City employees shall not charge customers for copies printed solely to serve the best interests of the city.

Persons requesting to use the city’s fax machine shall pay as set forth in the City of Roy Fee Schedule.
