A.
There is hereby created a volunteer emergency management organization to be known as the Snoqualmie emergency communications and support team ("SECAST"). Each member of SECAST shall be approved by the director of emergency management. SECAST shall function as a unit of the city under the supervision of the director of emergency management.
B.
Although SECAST shall be under the supervision of the director of emergency management, it shall have broad authority to establish and regulate its own internal meetings and affairs, training programs, and requirements for members not inconsistent with those established by the director of emergency management.
