A. 
There is hereby created a volunteer emergency management organization to be known as the Snoqualmie emergency communications and support team ("SECAST"). Each member of SECAST shall be approved by the director of emergency management. SECAST shall function as a unit of the city under the supervision of the director of emergency management.
B. 
Although SECAST shall be under the supervision of the director of emergency management, it shall have broad authority to establish and regulate its own internal meetings and affairs, training programs, and requirements for members not inconsistent with those established by the director of emergency management.

The duties of SECAST are:
A. 
To support and supplement the regular employees of the city in performing their emergency management responsibilities in the operation of the emergency operations center when activated by the director of emergency management, and to maintain a constant degree of readiness to perform this duty;
B. 
To assist in training the community in disaster awareness and preparedness;
C. 
To perform such other duties as may from time to time be assigned to them by the director of emergency management.

A. 
To be eligible for membership in SECAST, each applicant shall file an application with the director of emergency management on a form prescribed by him or her. The application shall state, in addition to such other information as the director of emergency management shall require, that the applicant is:

Eighteen years of age or more;
2. 
Willing to complete required training;
3. 
Reasonably available to accept mission assignments;
4. 
Willing to obtain an amateur radio license within one year;
5. 
Willing to provide a 24-hour contact number to the director of emergency management;
6. 
Willing to attend monthly SECAST meetings;
7. 
Willing to submit to a background check;
8. 
Willing to participate in a representative number of exercises and simulations;
9. 
Willing to maintain the requirements established by the Washington Administrative Code for volunteers;
10. 
Desirous of providing services to the citizens of Snoqualmie and beyond, if needed; and
11. 
Willing to abide by such rules and regulations as may from time to time be established by the SECAST membership and the director of emergency management.
B. 
The director of emergency management may, after satisfying himself that the matters stated in the application are true, approve such applicants as he deems qualified for membership in SECAST.

The director of emergency management shall furnish each SECAST member a durable membership identification card, which the SECAST member shall display at all times while performing SECAST duties.

The membership of any member of SECAST may be terminated by the director of emergency management at any time, with or without cause. Any SECAST member may resign from SECAST upon written notification to the director of emergency management. Upon separation from SECAST, the SECAST member shall surrender to the director of emergency management within five days of such separation his or her SECAST identification card and any and all equipment issued to him or her by the city.

Members of SECAST shall serve without compensation, but the city council may, in its discretion, pay all or part of the cost of furnishing equipment and training within the budget of the department of emergency management.

Members of SECAST shall not be deemed to be employees of the city for any purpose, but the city may register all SECAST members as emergency services workers so that in the event of injury or death in the performance of duty such members of SECAST will be eligible for any benefits or compensation available for this purpose under state law.
