All provisions of this chapter shall be interpreted and applied consistent with the requirements of the Constitution and laws of the state of Washington, including but not limited to the following:
A. 
Retroactive pay for any elected official for services already performed shall not be allowed.
B. 
Additional pay shall not be allowed for any elected official for performance of the regular duties of his or her office as defined by statute.

A. 
Commencing January 1, 2025, the duly elected or appointed mayor shall receive a 10 percent increase in the 2024 salary in the amount of $64,130 per year as compensation for his or her services.
In addition, the mayor shall receive a 2025 cost of living adjustment that corresponds with the city's management and professional group in both amount and timing.
Effective January 1, 2026, the mayor shall receive a 2026 cost of living adjustment that corresponds with the city's management and professional group in both amount and timing.
B. 
The mayor's salary set forth in subsection A of this section may be reviewed and increased or decreased by action of the salary commission pursuant to SMC § 2.36.050.

Commencing January 1, 2025, each duly elected or appointed council member shall receive a 10 percent increase in the 2024 salary in the amount of $12,593 per year as compensation for his or her services.
The mayor pro tem's stipend shall increase from $100.00 per month to $110.00 per month.
In addition, council members shall receive a 2025 cost of living adjustment that corresponds with the city's management and professional group in both amount and timing.
Effective January 1, 2026, council members shall receive a 2026 cost of living adjustment that corresponds with the city's management and professional group in both amount and timing.

A salary commission is hereby established, to review and adjust the salaries for the elected officials of the city (mayor and city council members), and perform the duties established by RCW 35.21.015 as it now exists or is hereafter amended. The salary commission shall not be a standing commission. Commission members shall be appointed as provided in SMC § 2.36.040 once every two years on or about July 1st commencing in 2018. The commission may be appointed at any time in the interim as directed by the city council by resolution.

A. 
The commission shall consist of three members, to be appointed by the mayor subject to confirmation by the city council, in conformance with RCW 35.21.015 as it now exists or is hereafter amended. Members must be a resident of and a registered voter of the city.
B. 
Members of the commission shall serve for a three-month term which shall commence when the last of the three commission members has been appointed and confirmed. No member may be appointed to more than two terms. Commission members shall serve without compensation.
C. 
No officer, official, or employee of the city or any of their immediate family members may serve on the commission. "Immediate family member" as used in this subsection means the parents, spouse, siblings, children, or dependent relatives of an officer, official, or employee, whether or not living in the household of the officer, official or employee.
D. 
Commission members may only be removed by the mayor during their term of office for cause of incapacity, incompetence, neglect of duty, or malfeasance in office, or for a disqualifying change of residence, revocation, or other loss of voter registration.
E. 
Vacancies occurring shall be filled in the same manner as the original appointment, with the replacement serving the remainder of the unexpired term.

A. 
The commission shall meet between July 1st and September 30th to review and take action to adjust (by increasing or decreasing) the salaries of all elected officials of the city of Snoqualmie.
B. 
All commission meetings shall be open to the public. Citizens of the city shall have an opportunity to comment or submit comments in writing prior to a commission vote to increase or decrease salaries.
C. 
The salary commission shall file any increase or decrease in salary with the city clerk indicating the effective date, and the increase/decrease shall become effective as provided in subsections D and E of this section and incorporated into the city budget without further action of the city council or the commission.
D. 
A salary increase established by the commission shall be effective upon its adoption as to all incumbent city elected officials, regardless of their terms of office.
E. 
A salary decrease established by the commission shall not be effective as to incumbent city elected officials until the commencement of their next terms of office.
F. 
Any adjustment of salary by the commission shall supersede any city ordinance related to the budget or fixing of salaries, but only to the extent there is a conflict.

Any duly elected or appointed mayor shall be eligible to participate in any city health insurance plan with single employee coverage paid by the city if the mayor so elects. If the mayor enrolls in family coverage, the difference between employee only and employee plus family would be paid by the mayor.
Council members shall not be eligible to participate in the city health insurance plan.
