A. 
No person shall park any automobile, truck, motorcycle or trailer upon any public street, alley, parking strip, sidewalk or regularly established pedestrian lane of the city for a continuous period longer than 24 hours.
B. 
In addition to the civil penalty imposed by this chapter, any vehicle parked in violation of this section shall be subject to impoundment as provided in SMC § 10.20.050.

No person shall stop, stand or park any vehicle upon any street in a manner which obstructs or otherwise interferes with traffic upon the traveled portion of the roadway.

A. 
The director of public works is hereby authorized to establish and modify as necessary a plan for vehicle parking for all streets and public parking areas within the city, as may be deemed necessary, including designating areas for parallel or diagonal parking, no parking, time limited parking and loading zones. Such plan and modifications thereto shall be subject to approval by city council. Upon city council approval, the director of public works may sign, stripe or otherwise mark all designated parking, no parking, time limited parking areas and loading zones in accordance with the approved plan.
B. 
The plan shall make appropriate provision for prohibition of parking as required for safe sight distances at intersections, for access to fire hydrants, for fire lanes, and for other parking restrictions or prohibitions as may be required for safety purposes.
C. 
All signage and markings identified in the parking plan shall be installed in conformance with the requirements of the most recent edition of the Manual on Uniform Traffic Control Devices as approved by the Washington State Department of Transportation.
D. 
All vehicles shall be parked in accordance with posted signs or markings, and within the striped or marked parking stalls where so striped or marked. In areas signed or marked for parallel parking, or on two-lane roads not otherwise signed or marked, all vehicles shall be parallel parked not more than 12 inches from the curb or edge of roadway in the direction of authorized traffic movement.

A. 
No person shall park any vehicle, motor home, recreational vehicle, camper, trailer, or boat posted with a "for sale" sign within any public right-of-way, off-street public parking area or other off-street public property which has been posted with a sign prohibiting such "for sale" parking.
B. 
The content and location of signs prohibiting "for sale" parking shall be as determined by the public works director after consultation with the director of public safety, as provided in Chapter 10.10 SMC. Signs shall contain text and be placed to give clear and definite notice of the area within which such "for sale" parking is prohibited.
C. 
In addition to the civil penalty imposed by this chapter, any vehicle parked in violation of this section shall be subject to impoundment as provided in SMC § 10.20.050.

Except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer, no person shall park:
A. 
In front of a public or private driveway, or in any area signed or marked for no parking, except momentarily to pick up or discharge a passenger or passengers;
B. 
In a manner that obstructs traffic on any street, except for the minimum amount of time necessary for loading or unloading in designated loading zones; or
C. 
Within 10 feet of a mailbox, except momentarily to pick up or discharge a passenger or passengers.

Members of the police department are authorized to remove a vehicle from a street or highway to the nearest garage or other place of safety or to a garage designated, maintained by the police department or otherwise maintained by the city, under the following circumstances:
A. 
When any vehicle is left unattended upon any street where the vehicle constitutes an obstruction to traffic;
B. 
When any vehicle upon any street is so disabled as to constitute an obstruction to traffic, or when the person or persons in charge of the vehicle are, by reason of physical injury or physical condition, incapacitated to such an extent as to be unable to provide for its custody or removal;
C. 
When any vehicle is so stopped or parked upon a street in violation of any of the provisions of this chapter so as to constitute a definite hazard or obstruction to the normal movement of traffic, and the operator thereof, if present, fails or refuses to move the vehicle after direction to do so from a police officer.

Any violation of this chapter shall be a civil infraction, the penalty for which shall be as fixed by the court but not to exceed $50.00. Each day or portion thereof such violation continues shall be deemed a separate infraction, and subject to a separate penalty therefor.
