Detailed plans of off-street parking areas indicating the proposed development, including the location, size, shape, design, curb-cuts, adjacent street, circulation of traffic, ingress and egress to parking lots and other features and appurtenances of the proposed parking facility, shall be filed with and reviewed by the planning department. The parking area shall be developed and completed to the required standards before certificate of zoning compliance is issued.
