A.
The purpose of this title is to implement the requirements of RCW 36.70A.130 for establishment of procedures whereby proposed amendments or revisions of the comprehensive plan are considered by the city council no more frequently than once every year, and the requirements of RCW 36.70A.470, to ensure that project review shall be used to make individual project decisions, not land use planning decisions, and to establish a means by which the city will docket suggested plan or development regulation amendments and ensure their consideration during the planning process.

The development review process pursuant to other titles of this code shall not be used as a comprehensive planning process. If, during the course of project review, deficiencies are identified in plans or regulations:

At least every five years, the city shall take action to review and, if needed, revise its comprehensive land use plan and development regulations to ensure that the plan and regulations are complying with the requirements of the Growth Management Act.
