The following words and phrases when used in this title, shall, for the purpose of this title have the meanings respectively ascribed to them in this chapter, unless where used the context thereof clearly indicates to the contrary.

“Right-of-way”
means the right of one vehicle or pedestrian to proceed in a lawful manner in preference to another vehicle or pedestrian approaching under such circumstances of direction, speed and proximity as to give rise to danger of collision unless one grants precedence to the other.

“Stop or stopping,”
when prohibited, means any halting even momentarily of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control sign or signal.

“Traffic division”
means the traffic division of the police department of this city, or in the event a traffic division is not established, then that term, whenever used herein, refers to the police department of this city.
