There shall be a Planning Board consisting of five members elected for terms of three years each, so arranged that the term of at least one member will expire each year, and their successor shall be elected for a term of three years. A vacancy occurring otherwise than by expiration of term shall be filled by appointment by majority vote of the Select Board and the remainder of the members of the Planning Board until the next annual election, at which time such office shall be filled, by election, for the reminder of the unexpired term.
The Planning Board shall make careful studies of resources, possibilities and needs of the Town and shall make plans for the development of the Town. The Board shall have the authority to make a comprehensive or master plan, setting forth in graphic and textual form policies to govern the future growth and development of the Town. The Board shall have the authority to regulate the subdivision of land within the Town by adoption of rules and regulations. The Board shall have the authority to grant special permits for all uses as designated in the zoning bylaws.
