There is established in the police department a traffic unit to be under the control of an officer of police appointed by and directly responsible to the chief of police.

A. 
It shall be the duty of the traffic unit, with such aid as may be rendered by other members of the police department to:
1. 
Enforce this title in those portions of the municipality where municipal police protection or highway law enforcement is provided;
2. 
Enforce all of the state vehicle laws applicable to street traffic in the portions of the municipality where municipal police protection or highway law enforcement is provided;
3. 
Make arrests for traffic violations;
4. 
Investigate crashes;
5. 
Cooperate with the traffic engineer and other officers of the municipality in the administration of the traffic laws in those portions of the municipality where municipal police protection or highway law enforcement is provided; and
6. 
Develop ways and means to improve traffic conditions, and to carry out those duties especially imposed upon the traffic unit by this title.
B. 
Nothing in this section shall be construed to prohibit the traffic unit, the police department or the state troopers from enforcing or administering the law or making arrests pursuant to provisions of this title in any part of the municipality.
C. 
Nothing in this section bars enforcement of the provisions of chapters 9.30, 9.32 and 9.34 by duly authorized parking enforcement officers.

A. 
It shall be the duty of the traffic unit, assisted by other police officers of the department, to:
1. 
Investigate traffic crashes, and
2. 
Arrest and assist in the prosecution of those persons charged with violations of law causing or contributing to such crashes within those portions of the municipality where municipal police protection or highway law enforcement is provided.
B. 
Provided, any such investigations, arrests or assistance in prosecution may be carried out in any part of the municipality or with respect to violations occurring in any part of the municipality.

Whenever the crashes in any particular location become numerous, the traffic unit shall cooperate with the traffic engineer in conducting studies of such crashes and determining remedial measures.

The traffic unit shall annually prepare a traffic report and file it with the chief of police. Such report shall contain information on traffic matters in the municipality as follows:
A. 
The number of traffic crashes, the number of persons killed, the number of persons injured and other pertinent traffic crash data.
B. 
The number of traffic crashes investigated and other pertinent data on the safety activities of the police.
C. 
The plans and recommendations of the unit for future traffic safety activities.

A. 
It shall be the duty of the traffic engineer or designee to:
1. 
Conduct studies of street and pedestrian traffic, crashes, congestion, parking and other conditions affecting the safe and efficient use of the streets and trails, collect facts regarding the effect and operation of regulations and laws, make recommendations regarding regulations and laws, and review plans for proposed street improvements for the purpose of making recommendations for safeguarding and facilitating vehicular and pedestrian traffic;
2. 
Approve, place, maintain and operate all official traffic control devices, including double fine zones in accordance with 17 AAC 99.010, and keep records of such traffic control devices;
3. 
Approve passenger stops for all buses operating over the streets of the municipality;
4. 
Establish crossings, where deemed necessary, to protect pedestrians and schoolchildren;
5. 
Approve school zones;
6. 
Approve school flasher zones and flasher operation schedules;
7. 
Approve traffic control plans;
8. 
Determine locations where vehicles shall be prohibited from making left turns;
9. 
Approve taxicab and for-hire stands;
10. 
Study facilitation of traffic along existing routes and make recommendations regarding this subject;
11. 
Make traffic surveys;
12. 
Collect and maintain crash and traffic flow information;
13. 
Approve all applications for building permits and right-of-way permits affecting traffic safety;
14. 
Determine when to require traffic studies of impacts and the need for mitigation regarding the facilitating and safeguarding of traffic; and
15. 
Perform such other duties as may fall within the province of safeguarding and facilitating traffic.
B. 
The traffic engineer or designee shall maintain a suitable system of maintaining traffic statistics. Such information shall be available for the use of the police traffic unit. Whenever the crashes at a particular location become numerous, the traffic engineer shall conduct studies of such crashes and determine remedial measures.
C. 
The traffic engineer or designee shall maintain records indicating through streets and the speed limits thereon, the location and type of official traffic control devices, the location of loading zones, bus stops, taxicab stands, and parking meter zones and spaces, and the duration of time vehicles are permitted to park.
D. 
The traffic engineer or designee shall prepare an annual traffic safety report containing information on:
1. 
Traffic conditions with particular reference to number of traffic crashes;
2. 
Number of persons killed and injured and other traffic crash data;
3. 
Traffic trends throughout the municipality; and
4. 
Plans and recommendations for future traffic safety.
E. 
The annual traffic safety report shall be submitted to the municipal manager, who shall distribute copies of it with the mayor, assembly and the chief of police.

A. 
Parking enforcement officers are authorized to receive traffic citation books, issue citations, and serve citations for violations of chapters 9.30, 9.32 and 9.34 under the supervision of the Anchorage Police Department, or, where authorized, an agency or authority designated pursuant to Charter section 21.01(b). The assembly has made the following delegations of parking enforcement:
1. 
To the Anchorage Community Development Authority, a delegation limited in scope and area as set forth in section 25.35.025.
2. 
To officers and employees of the Whittier Police Department, a delegation limited to enforcement within the Girdwood Valley Service Area and of only chapter 9.30, so long as a current valid agreement is effective between the municipality and the City of Whittier.

A. 
The chief of police, by and with the approval of the traffic engineer, is empowered to make regulations necessary to make effective the provisions of the traffic ordinances of the municipality and to make and enforce temporary or experimental regulations to cover emergencies or special conditions. No such temporary or experimental regulations shall remain in effect for more than 90 days.
B. 
The traffic engineer may test traffic control devices under actual conditions of traffic.

Persons requesting a review of signal or crash data by municipal officials shall pay in advance a fee of $100.00. For purposes of this section persons does not include community councils or public officials acting within their official capacity.

A. 
Police services shall be charged at the rate of $157.00 per hour, per police officer, adjusted every five years as provided in subsection D, for non-municipal functions, including but not limited to:
1. 
Traffic control;
2. 
Crowd control;
3. 
Distinguished visitor detail;
4. 
Activities occurring under municipal permit in municipal right-of-way; or
5. 
Any political or non-political events, rallies or gatherings.
B. 
Requests for police services at any of the types of functions described above shall provide prior written notice as follows:
1. 
Written requests received more than ten days in advance of the function shall be charged a two-hour minimum for each police officer, even if the function is less than two hours in length; or
2. 
Written requests received ten days or less prior to the function shall be charged a four-hour minimum for each police officer, even if the function is less than four hours in length. Such requests may result in charges of $190.00 per hour of overtime incurred by police officers assigned to provide services for the function. This rate shall also be subject to adjustment every five years as provided in subsection D.
C. 
The number of police officers required shall be in the sole discretion of the police chief based upon the type of event, the size of the event including number of participants and vehicles, whether or not alcohol is to be served, whether or not the organization holding the event is non-profit or for-profit entity, complexity of the traffic control plan, if any, adequacy of insurance coverage confirmed by the risk manager, the provision of private or volunteer security personnel, or off-duty police officers, and any other circumstances that may compromise the safety, health, and welfare of the participants and municipal citizens.
D. 
The five-year adjustment to the police services charging rate shall be based on the cumulative percent change in the Anchorage Consumer Price Index for All Urban Consumers (CPI-U) over the prior five years. The adjustment shall not exceed the percent change in the Anchorage Consumer Price Index beginning from the August CPI-U report for the municipality from the U.S. Department of Labor, Bureau of Labor Statistics released five years prior, up to the Anchorage Consumer Price Index in the report released in August of the fifth year after the last adjustment. The adjustment to the rate may be rounded to the nearest whole cent as determined by the department. The adjustment shall become effective January 1 following the August release date in the fifth year since the last adjustment, and the department shall publish the new charging rate prior to the effective date. The first such adjustment date shall be effective January 1, 2029.
