The municipal traffic engineer is authorized to determine the location of passenger and freight curb loading zones and shall place and maintain appropriate signs indicating such zones and stating the hours during which the provisions of this section are applicable.

A. 
No person shall stop, stand or park a vehicle for any purpose or period of time in any place marked as a loading zone during the hours designated for loading zone uses only, other than for the active loading or unloading of:
1. 
Passengers, not to exceed five minutes;
2. 
Freight, not to exceed 15 minutes; or
3. 
As otherwise posted.

A. 
No person shall stop, stand or park a vehicle for any purpose or period of time other than for the expeditious loading or unloading of passengers in any place marked as a passenger curb loading zone during the hours when the regulations applicable to such curb loading zone are effective, and then only for a period not to exceed five minutes.
B. 
No person shall leave a vehicle unattended in a passenger curb loading zone at any time.

A. 
No person shall stop, stand or park a vehicle within any area marked as a freight curb loading zone during the hours when the provisions applicable to such zones are in effect unless that vehicle is:
1. 
Registered with the state transportation commission as a common carrier and bears its state transportation commission number by use of two and one-half-inch high letters properly affixed as required by state law; or
2. 
Operated by a person registered with the state as a business in accordance with AS 43.70.020, and bears that business name by use of two and one-half-inch high letters conspicuously affixed to the outside of the vehicle on the right side.
B. 
No person may stop, stand or park in any place marked as a freight curb loading zone except for the purpose of active loading and delivery or pickup and loading of materials, and in any event such stop shall not exceed 30 minutes, unless otherwise posted.
C. 
The Anchorage Community Development Authority Parking Services Department may adopt regulations to administer this section, including regulations establishing and setting fees for permits.

The municipal traffic engineer is authorized and required to establish bus stops, bus stands, taxicab stands and stands for other passenger common carrier motor vehicles on such public streets in such places and in such number as the traffic engineer shall determine to be of the greatest benefit and convenience to the public, and every such bus stop, bus stand, taxicab stand or other stand shall be designated by appropriate signs.

A. 
The operator of a bus may not stand or park such vehicle upon any street at any place other than a bus stand so designated as provided in this chapter.
B. 
The operator of a bus may not stop such vehicle upon any street at any place for the purpose of loading or unloading passengers or their baggage other than at a bus stop, bus stand or passenger loading zone so designated as provided in this chapter, except in case of an emergency.
C. 
The operator of a bus shall enter a bus stop, bus stand or passenger loading zone on a public street in such a manner that the bus, when stopped to load or unload passengers or baggage, shall be in a position with a front wheel of such vehicle not farther than 18 inches from the curb and the bus approximately parallel to the curb so as not to unduly impede the movement of other vehicular traffic.
D. 
This section shall not prohibit the driver of a school bus from stopping on a street for the limited purpose of loading or unloading schoolchildren.

The operator of a taxicab may not stand or park such vehicle at any place upon a street except as provided by this section. An operator of a taxicab may stand or park such vehicle at a designated taxicab stand or at a passenger or freight curb loading zone between 6:00 p.m. and 7:00 a.m., unless that zone is otherwise posted. This section shall not prevent the operator of a taxicab from temporarily stopping in accordance with other stopping or parking regulations at any place for the purpose of, and while actually engaged in, the expeditious loading or unloading of passengers.

A. 
No person may:
1. 
Stop, stand or park a vehicle other than a municipal transit bus or a municipal transit support vehicle in a municipal transit bus stop zone which has been officially designated by appropriate signs; or
2. 
Stop, stand or park a vehicle other than a taxicab in a taxicab stand zone which has been officially designated by appropriate signs.

A. 
In response to a request from an adjacent property owner, and based upon a determination that such action is consistent with the traffic management policies of the municipality, the traffic engineer may designate a hotel loading zone space outside of facilities which offer overnight accommodations and are subject to the hotel-motel tax as provided in chapter 12.20.
B. 
The Anchorage Community Development Authority Parking Services Department may develop application requirements and establish fees to create, modify, maintain and decommission the hotel loading zone. These fees shall be paid by the requestor. If the request involves replacing a passenger loading zone space with the hotel loading zone, a fee may not be charged.
C. 
Vehicles may park in a hotel loading zone for the purpose of passenger or freight loading or unloading or baggage transfer for a period not to exceed ten minutes.
D. 
A hotel loading zone is defined as a single parking space intended for use of hotel guests.

B. 
The Anchorage Community Development Authority Parking Services Department may develop application requirements and establish fees to create, modify and maintain, and decommission the tour bus loading zone. These fees shall be paid by the requestor.
C. 
Commercial tour vehicles may park in a tour bus loading zone for the purpose of passenger loading or unloading for a period not to exceed ten minutes.
D. 
A tour bus loading zone is defined as two or more parking spaces.
