Funds of the city are established and expressly provided for in this division for the segregation, budgeting, expenditure and accounting of monies received by the city for such purposes as may be required by law or applicable rules of the State Auditor.

In addition to the funds specifically provided for in this division, the city council may from time to time, by ordinance, establish special funds of a temporary nature.
