A.
There is hereby created a fund to be known and designated as the cumulative reserve fund for sewer system development, into which fund shall be paid all monies received by the city pursuant to WRMC 13.09.030.
B.
The cumulative reserve fund for sewer system development created herein shall be used, and payments therefrom shall be made only for the purpose of paying for capital improvements to the city sewer system, which are system-wide in nature and are necessitated by and related to additional demands placed on the sewer system by new connections, said expenditures to cover facilities improvements, engineering costs and costs for the preparation of plans and studies related to the improvement of the sewer system and the acquisition of real property for the purpose of facility improvements and matching of federal and state grants for any of the foregoing.
C.
The monies deposited in the cumulative reserve fund for sewer development shall be allowed to accumulate from year to year and may be expended from time to time as the city council shall direct; provided, however, taxes due the State of Washington, Department of Revenue associated with the collection of sewer development fees shall be expended when due.
D.
No expenditure from the cumulative reserve fund for sewer service development shall be made from the fund for the purpose of paying for regular maintenance or repair of any existing sewer system within the city.
