A. 
There is hereby created a fund to be known and designated as the cumulative reserve fund for water system development, into which fund shall be paid monies received by the city pursuant to WRMC 13.45.025.
B. 
The cumulative reserve fund for water system development created herein shall be used and payments therefrom shall be made only for the purpose of paying for capital improvements to the city water system, which are system-wide in nature and are necessitated by and related to additional demands placed on the water system by new connections, said expenditures to cover facilities improvements, engineering costs and costs for the preparation of plans and studies related to the improvement of the water system and the acquisition of real property for the purpose of facility improvements and matching of federal and state grants for any of the foregoing.
C. 
The monies deposited in the cumulative reserve fund for water system development and the cumulative reserve fund for water line development shall be allowed to accumulate from year to year and may be expended from time to time as the city council shall direct; provided, however, taxes due the State of Washington, Department of Revenue associated with the collection of water system development fees shall be expended when due.
D. 
No expenditure from the cumulative reserve fund for water system development shall be made from the fund for the purpose of paying for regular maintenance or repair of any existing water system within the city.

The cumulative reserve fund for water line development created herein shall be used, and payments therefrom shall be made, only for the purpose of paying for capital expenditures associated with the cost of additions to the water system, such as engineering costs, inspection costs, and the acquisition of right-of-way for the purpose of said line.

The monies deposited into the cumulative reserve fund for water line development shall be allowed to accumulate from year to year and may be expended from time to time as the city council shall direct; provided, however, that taxes due the State of Washington, Department of Revenue associated with the collection of water line development fees shall be expended when due.
D. 
No expenditures from the cumulative reserve fund for water line development shall be made for the purpose of paying for regular maintenance or repair of any existing water line within the city.
