There is created a fund entitled "criminal justice fund" into which shall be deposited all monies received by the city from special sources specifically identified for the purpose of funding the criminal justice system.

Monies received and deposited into the criminal justice fund created by WRMC 3.48.010 from the tax authorized by RCW 82.14.020 shall be used and expended exclusively for criminal justice purposes as authorized by RCW 82.14.340 and shall not be used to replace or supplant existing funding, where "existing funding" for purposes of this section is defined as calendar year 1989 actual operating expenditures for criminal justice purposes. Monies received and deposited into the criminal justice fund from sources other than the tax authorized by RCW 82.14.020 shall be used and expended in accordance with directives and restrictions imposed by the authorizing source of the funds.
