There is created a water/sewer operating fund into which shall be placed all appropriations to the water/sewer department and any and all revenues received from charges for services rendered or sale of products of the water/sewer department.

The water/sewer operating fund shall be used to pay all obligations of the water/sewer department for salaries, material, supplies and equipment and the maintenance and repair of the water/sewer system of the city.
