To protect the health and safety of the citizens of West Richland, to ensure consistency and continuity in construction and placement of city street signs and to ensure signage is installed in a timely manner, the city shall install street/traffic signs in all new subdivisions or short plats.

As a condition of preliminary plat and short plat approval, the city shall determine the name of streets and proper and necessary street/traffic signs and their locations.

The city will determine:
A. 
The cost of purchase, assembly and installation of all signs.
B. 
Said costs shall be paid to the city prior to final plat approval.
C. 
Both expenditures and revenues occurring under this chapter shall be an activity of the city street fund.
D. 
Cost shall be reviewed and adjusted annually as approved by council.

Installation of street/traffic signage shall be completed within 30 days of completion of all public works and utilities adjacent to a specified sign location.

A. 
All intersections must have clear visibility on all corners for pedestrians and vehicles. The following tables and Diagram 12.08.060(B) show the city of West Richland's minimum visibility standard for a stop sign or traffic signal intersection. Clear zone area is based on the posted speed limit for the major intersecting street. The speed limit on all city streets is 25 miles per hour (m.p.h.) unless otherwise posted. There shall be no obstruction to vision between a height of three feet and a height of 10 feet other than a vertical post or column, neither of which exceeds one foot six inches in greatest cross-sectional dimension, or a tree trimmed bare of all leaves and branches between these heights. For this purpose, height shall be measured above the established grade of the corner line of each street parallel to the property line, or, if no grade has been officially established, above the average elevation of the existing grade.
