For the purpose of this chapter, the following definitions are applicable:
"Current fair market value"is the current fair market value of the property after installation of improvements such as streets, curbs, sidewalks, gutters and utilities, but before construction of a residential unit on the property.
"Subdivider"is any person, firm, or corporation undertaking the subdivision or re-subdivision, platting or re-platting, or short platting of any lot, block, or other parcel of land to be used for residential purposes.
