The city council finds that the protection and preservation of public health, safety and general welfare of the city and its inhabitants and the promotion of orderly development requires that uniform standards for the development of the city and the construction of improvements to the city be established to lessen traffic congestion in the streets, to promote the coordinated development of undeveloped areas, to provide for proper ingress and egress, to ensure that provisions for public utilities and public improvements are provided for and to promote adequate open spaces and parks.
